The second Phase of e-government is different from the first one because it doesn’t provide for an only national announcement but several actions used to financing projects that are inherent to the theme and present by PA and /or their aggregations. These actions are organized in five different lines that are:

• Line 1. the develop of local infrastructural services and SPC
• Line 2. territorial spread of services for citizens and business (reuse)
• Line 3. the inclusions of small Towns in the e-government
• Line 4. the introductions of the projects for the development of the digital town (e-democracy)
• Line 5. Communicational Campaign for the service promotion of the local administration  

Tra queste assume particolare rilievo attuale il tema del RIUSO ossia l'obiettivo di trasferire e riutilizzare le soluzioni e-government sviluppate nell'ambito dei progetti cofinanziati nella prima fase. A tal fine è stato pubblicato un Avviso (GU 27 ottobre 2004, n. 253) con il quale si è richiesto alle amministrazioni cofinanziate nella prima fase di “offrire a riuso” in favore delle altre amministrazioni le soluzioni sviluppate nell'ambito dei propri progetti: il risultato di questa operazione ha portato alla costituzione di una vetrina (catalogo Cnipa) grazie alla quale esaminare i progetti e le soluzioni che possono essere riusate e la loro attuale % di realizzazione.

Among these we find the REUSE l' its objects is to transfer and use the e-government solutions developed in the l&#39solutions; the area of projects financed in the first phase. For this goal has been public a notice (GU 27th October 2004, n. 253) where they ask to the financing administration of the first phase to “offer a reuse” for the other administration solutions developed in the l' own projects: the result of this operation has brought to the creation of a catalogue (catalogue Cnipa) and with it they can examine the projects and the solutions that can be reused and their actual percentage of realizations.  Il Cnipa ha approvato poi un secondo Avviso (GU 11 marzo 2006, n. 59), con il quale viene richiesto a Regioni ed enti locali di proporre progetti di trasferimento e riuso delle soluzioni disponibili sul Catalogo:i progetti presentati verranno sottoposti a valutazione e, se approvati, riceveranno un cofinanziamento per un importo complessivo di 57 milioni di euro.  

 The Cnipa has approved a second notice (GU 11th March 2006, n. 59), which says that the Regions and Local Institutions have to propose transfer protects and possible solutions for the reuse on the Catalogue: the protects would be valuated and whether they are approved, they will have a finance of 57 millions of Euro. 

To have these financing the Administrations have to CHOSE the project to reuse, build a work plan for the reuse and valuate the economic impact: all will be presented to the CNIPA haw it is said in its notice.
